Manager (HSE Risk Management) – 1069226
Formulate and drive the implementation of PETRONAS policies, strategies, guidelines, systems and processes for HSE Risk Management in line with PETRONAS HSE Technical Standards & Guidelines and Host Country requirements with a view to safeguarding and sustaining the Group’s business, for both Malaysia and International Operations; ensuring that HSE risk posed to the business is eliminated or reduced to a level as low as reasonably practicable (ALARP)

Responsibilities:
1. Establish framework and guidelines for PETRONAS integrated HSE Risk assessments (e.g. Integrated Quantitative Risk Assessment), HSE due diligence for mergers and acquisition, HSE incident investigations, HSE aspects in new projects to ensure HSE risk posed to the business is eliminated or reduced to a level as low as reasonably practicable (ALARP).
2. Lead and guide implementation in the development of training/ educational module including HSE risk methodologies e.g. Health Risk Assessment, Environmental Impact Assessment, Process Hazards Analysis for the purpose of disseminating and cascading the requirement of the Group’s HSE Risk Management process to promote adoption of good HSE practices Group -wide including contractors.
3. Advise senior and line management on HSE Risk Management Plan, and provide solutions to facilitate business decision-making process, highlighting issues that are critical for the business continuity of the Group’s global operations.
4. Lead risk assessment in remote areas of international operations especially where the host countries’ regulatory requirements are minimal or being introduced, leveraging on the risk management framework and customizing to meet PETRONAS minimum standards in HSE.
5. Strategize and lead the implementation of the PETRONAS HSE Risk initiatives and plan, as well as evaluate the effectiveness of implementation, to ensure that the global operations and contractors are adequately safeguarded from all quantitative and qualitative HSE risk; and gain acceptance of key stakeholders on the required improvement strategy.
6. Drive the implementation of benchmarking programs and formulate strategies and initiatives to strengthen PETRONAS HSE Risk Management as part of continuous improvement process, to enhance the Group’s image and reputation amongst stakeholders

1. Coach, mentor and guide staff through counseling and motivation to instill right mindset, behavior and value to attain high performance target.
2. Communicate and interpret the objective and provisions of the Code of Conduct (COC) to all levels of staff. Undertake appropriate mitigation/ intervention program to promote and sustain staff discipline and industrial harmony. Keeping abreast with revisions in other HSE management systems, best practices and Industry standards
3. Role model and provide leadership, coaching and guidance to subordinates to ensure internalization of the right behaviors, mindset and capabilities in the execution of jobs.
4. Provide advice, counsel and motivation to instill right mindset, behavior and value to attain high performance target.
Requirements:

Staff (Safety Management – Fire) - 1047030
Provide stewardship and value added services to the Group to strengthen HSE management and performance and enhance PETRONAS’ image as a responsible corporate citizen. Responsibilities:
1. Provide inputs in the implementation of fire safety programs towards enhancement of safety performance and standards
2. Provide technical guidance and expert advice on fire safety management and technologies.
3. Review designs to ensure fire safety risks are eliminated or reduced to meet the Regulatory safety requirements.
4. Assess and provide technical solutions for fire prevention/ control of fire safety incidents which include fire detection and protection throughout all phases of project life, i.e. from design, construction, commissioning, operations, maintenance and abandonment.
5. Conduct fire safety assessment to assess effectiveness or compliance to policies, standards and systems and provide recommendations.
6. Conduct training in Fire Safety Management

Executive (HSE Assurance) - 1069302
Preparation of HSE Assurance Planning Memorandum (APM) and execution of effective fieldwork operations including analysis, data testing, data sampling and reporting, and analysis of assurance findings for establishment of databases on HSE Good practices and lesson learnt.

Responsibilities:
1. Facilitate the overall assurance planning activities including the development of Assurance Planning Memorandum (APM) for Tier 2 and Tier 3 Assurance based on OPUs HSE Risk Profile
2. Review OPUs or contractors operational activities and summarize the HSE critical activities for the development of Tier 2 & 3 detailed Assurance schedule, assurance matrix and protocol based on agreed Assurance Planning Memorandum (APM) and communicate the same to the PETRONAS and assurance team members.
3. Develop and maintain tracking system for all assurance recommendations from approved corrective action plans, analyze, classify and trend the findings in accordance to HSEMS elements and risk area/subject matter, and provide input to Senior Manager Assurance for reporting to top management.
4. Participate as team member/resource person in HSE Tier 2 & 3 Assurance, other HSE assurances/activities e.g. Safety, Pre Start up safety review or Incident Investigations, HSEMS self Assessment
5. Develop and keep current the HSE Assurance protocol including incorporating new requirements of other Management system adopted by some OPUs e.g. ISO 14001, OHSAS 18001, Responsible Care, Process Safety Management, International Safety Rating System (ISRS), Get HSE Right (GHSER).
6. Develop, and maintain current databases on assurance activities and resource personnel, PETRONAS best practices, and lesson learnt from HSE Tier 3 Assurance.
7. Collate information of Business, operations including new mergers and acquisitions of the Group to use as the basis for the Group long term and annual assurance HSE plans.

Manager (Crisis Management) – 1069259
Drive and lead effective implementation of Crisis Management programs throughout PETRONAS operations and installations; review and recommend interventions to achieve operational excellence through analyzing risk exposure; control PETRONAS HSE governance and compliance requirements through established and standard operating procedures / guidelines / policies for all aspects of PETRONAS operations to protect stakeholders' interests in line with regulatory requirements and good industry best practices.

Responsibilities:
1. Lead and implement crisis & emergency management strategies and framework encompassing policies, procedures, system and processes in line with PETRONAS integrated HSE objectives, strategies and in compliance with the relevant host countries regulatory requirement and standards, ensuring stakeholders interests and safety are safeguarded and risks are proactively and efficiently minimized.
2. Develop, review and implement PETRONAS Technical Standards, procedures, guidelines and relevant policies by standardizing the terms, protocols, integration with other technical and business lines requirement in-line with National Regulatory requirements and industry best practices to enhance crisis management and emergency preparedness capability; assess, identify and recommend suitable resources (i.e. manpower and equipment).
3. Review PETRONAS Emergency Response Plan, Pre Incident Plan, Business Continuity Program, Incident Resources Matrix in collaboration with the Authorities Requirement as well as PETRONAS HSE policies.
4. Lead and conduct technical assessment / assurance on PETRONAS crisis management and emergency response preparedness emphasizing on procedures, Incident Command System (ICS), organization structures and capabilities, protection and prevention systems, equipments and resources, trainings and exercises in line with PETRONAS Technical Standards, National Regulatory requirements (NSC Directives, SOP for Oil, Gas &Petrochemical Disaster), Industry Best Practices and International Standards (NFPA, EN, BS, MS, API) to minimize impact of incidents to PETRONAS' personnel, assets, environment and reputation
5. Analyze and evaluate credible incident scenarios utilizing risk registers and the outputs from HSE risk assessment for all facilities / installations to ensure integration into PETRONAS plans and processes for optimum crisis & emergency response strategies, emergency response procedures, standard operation plans for development of Pre-Incident Plan and identify appropriate resources / equipments.
6. Provide technical advice / input on prevention and protection system / capabilities for new facilities / installation in managing emergency, fire, natural disaster, oil spill and hazardous chemical incidents based on global standards and making references to industry best practices.
7. Formulate and facilitate major emergency exercises program at defined intervals and gaps within PETRONAS through review and development of credible emergency exercise scenarios, engagement with authorities, conduct emergency response training and provide recommendation for improvements.
8. Provide technical advice and inputs following changes to operations, plant, facilities, equipment, and personnel to ensure implementation of effective emergency response strategy and that procedures and systems are updated and in place to minimize the impact of incidents to PETRONAS facilities
